In this revised edition of the highly praised Engaging India, Strobe Talbott updates his bestselling diplomatic account of America’s parallel negotiations with India and Pakistan over nuclear proliferation in the late 1990s. The update looks at recent nuclear dealings between India and the United States, including Indian Prime Minister Manmohan Singh’s 2005 visit to America. Under the highly controversial agreement that emerged, the United States would give India access to U.S. nuclear technology and conventional weapons systems. In exchange, India would place its civilian nuclear program under international monitoring and continue the ban on nuclear testing. (show less)

Mainly reading this of course, cos I have to and because of the furore it generated over the George Porgy Fernandes strip search incident. Quite dry and essentially bureacratic retelling of the story of nuclear negotiations; but interesting for the American perspective it offers on South Asia. I am not a fan of nuclear weaponry or India's decision to go nuclear but American attitudes towards proliferation, the issue of cross-border terrorism and the instrumentalist attitude towards repressive regimes is irritating. Quite clearly the US is pushing its own rather narrow agenda in the region as in the rest of the world without any real long term viable vision, imo.

Talbott is a lot kinder to the NDA admin and Jaswant Singh as his primary interlocutor that I would have been. There is however a serious lack of knowledge about India, Indian politics and the complexities of Indian social and political issues which is displayed here. Perkovich, Tellis and Abraham's work on the nuclear issue are much better.

The Fernandes incident is covered, though it turns out to be bit of a damp squib. (show less)

Highly informative read on Indo - US relations. Explains clearly the various highs and lows in the relationship between the two countries between 1996 to 2002; Also gives a good insight into the diplomatic conduit visavis maintaining the political balance in both countries, post Pokhran II
