Is there an approximate time frame when any community manager using Drupal can do that?

I'm not sure exactly what your asking. The code that runs this site is available today, at http://drupal.org/project/fb.

When you say "any community manager", I recommend only experienced users attempt to use the code. It's still pretty bleading edge and I think it will be a long time before it becomes as easy to use as say the Views or CCK modules (neither of which I would describe as very easy).
